Governance of higher education institutions requires valid information about input, process, and output in knowledge production, which is reflected in scientific communication processes (e.g., publications in journals). Bibliometrics quantitatively analyzes the information generated in the scientific process (e.g., publications, citations, social media) and condenses it into key figures and indicators. This data can then be used for governance and decision-making in higher education institutions at different levels, including by individual researchers, departments, faculty leadership, university leadership. Scientometrics, or empirical science research, draws a wider scope of analysis. Thus, science as a whole is analyzed empirically and other sources of information such as data from peer review processes are included in the analysis.
